About Us

Maryann Ustick

(CHAIR)

Maryann Ustick served as the City Manager of Gallup, New Mexico from August 2014 to July 2023. She joined Gallup after managing the city of Destin, Florida and had previously held the role of acting city manager and assistant city manager in North Las Vegas, where she oversaw Economic Development, Public Works, Parks & Recreation, Planning & Zoning, and Utilities. Her extensive career in city administration includes roles in Las Cruces, New Mexico; Pensacola, Florida; Phoenix, Arizona; and Virginia Beach, Virginia. Maryann’s expertise spans housing, community and economic development, utilities management, capital improvements, and federal and state grants.

Maryann has served on the boards of Memorial Medical Center in Las Cruces, New Mexico, and North Vista Hospital in North Las Vegas, Nevada, as well as on various state commissions and nonprofit boards, including the United Way. She holds a bachelor’s degree from St. Mary’s College of Maryland and dual master’s degrees in history and public administration from Old Dominion University. Maryann is a credentialed city manager and an active member of the International City/County Management Association (ICMA).

Skyler Stevens

(Vice-Chair)

Skyler Stevens is a lecturer at UNM-Gallup, teaching Human Anatomy & Physiology. Originally from West Texas, Skyler moved to Gallup in January 2020, drawn by the Southwest’s desert climate after living in New England. She holds a master’s degree in Infectious Disease and Global Health from Tufts University, where she researched avian influenza transmission, and another master’s degree in Range and Wildlife Management from Sul Ross State University, where she studied the carnivores of Big Bend National Park. Skyler is passionate about Gallup’s community, from the Saturday flea market to retro movie nights at El Morro. Serving on the RMCHCS Board of Trustees is her way of giving back to a community she holds dear.

Dr. Warner Anderson

(Board Member-Secretary/Treasurer)

Dr. Warner Anderson is a physician, anthropologist, and retired U.S. Army Colonel. Now semi-retired, he is an assistant professor of military and emergency medicine at the Uniformed Services University of Health Sciences (USUHS) and mentors US Army Special Forces medic students at Gallup Indian Medical Center.

Dr. Anderson has been a resident of McKinley County since completing his primary care internal medicine residency at the University of New Mexico Hospital in 1983. He served as lead physician at the Gallup Family Health Center, in a local group practice, and as director of emergency services at RMCHCS before becoming chief of emergency medicine at GIMC, a role he held until 2001. In addition, he has served as district medical examiner and EMS medical director for Gallup Fire, McKinley County, and Tohatchi EMS.

Following his Army retirement, he returned to GIMC, only to be requested by the Assistant Secretary of Defense for Health Affairs to lead the Pentagon’s Global Health policy. He served as the Defense Department’s principal Global Health expert for nearly seven years, advising international health leaders in Afghanistan, Iraq, and beyond. In 2014, he retired to return to Vanderwagen, New Mexico.

Dr. Anderson lives with his wife, Ruth Macias Anderson, a New Mexico native, and enjoys time with their three grown children, four grandchildren, pets, and 19 hens. He is fluent in English and Spanish, with basic proficiency in Navajo and Arabic, and enjoys mountain running, marksmanship, and KGLP FM radio.

Angela M. Maiorano

(Board Member)

Angela Maiorano has been a McKinley County resident in Gallup for over 20 years, raising five children and now enjoying three grandchildren. Her husband, a law enforcement officer, has served McKinley County for 23 years. Angela has held various short-term roles and volunteered with local nonprofits, primarily in public works, public safety, and community service. With her children now grown, she is eager to increase her involvement in Gallup’s communities. Her current project is researching the history of McKinley County, focusing on those interred in the Hillside Cemetery on Gallup’s north side.

Dr. Kimberly Collins

Dr. Kimberly Collins is a board-certified general surgeon with specialized expertise in advanced laparoscopic surgery, breast surgery, endoscopic procedures, and open laparoscopic resections. Her extensive surgical experience and commitment to patient care make her an asset to RMCHCS. Dr. Collins is dedicated to advancing surgical standards and implementing cutting-edge techniques to benefit the community. As Chief of Staff, she plays a crucial role in ensuring high-quality healthcare delivery, focusing on patient safety and optimal outcomes across all levels of care.
